The Mendelow’s Matrix is an instrument for the analysis of key stakeholders with the help of distinguishing them according to the level of power and interest (Francis, 2016). This model enables one to know who to consider or prioritize in the procurement decision making process, or who will be affected by the decisions. In the context of the negotiation plan:

High Power, High Interest (Manage Closely): Managers and directors who are directly involved in the decision-making process and are likely to benefit great deal greater from the negotiation than the other party such as the CPO.
High Power, Low Interest (Keep Satisfied): Board of directors of a firm or managers of an organization who set the general strategy of the negotiation but do not necessarily take part physically.
Low Power, High Interest (Keep Informed): Other organisational departments that should be informed include; Marketing department which is an internal department is an example of the many departments that are affected by procurement.
Low Power, Low Interest (Monitor): Those departments that are indirectly related such as the administrative department which only requires that their software be updated among others.
In this step, governance makes sure that the planning of negotiation is endorsed by the senior leadership of the organisation, and the key procurement and finance stakeholders attend the negotiation event on behalf of the organisation.

(Solution) CIPS ROSHN Sourcing Essentials- PSE
- In this report, the area of focus is on different sourcing approaches which can be used in procurement and supply management (PS&M) in contemporary business environment. This is through the focus of ROSHN organisation in Design Building category of spend.
- To achieve the intended aim of this report, data has been sourced from the organisation internal documents, different CIPS modules and models (Mendelow, STEEPLE and Kraljic). The key findings include ROSHN prefeed approach being multiple sourcing owing to the high-level of market competitiveness. This is with sole and single approaches preferred when only one supplier is being engaged owing to differences in organisation needs.
- Also, the findings evidence that single sourcing prevail in an event many suppliers are available, but an organisation decides to go for one. Another finding in this report is that dual sourcing is used when different methods/options for sourcing are embraced and put in place.
- Finally, through the application of supplier appraisal tool, focusing on the Design Building spend area, an evaluation has been put into account. The result from the appraisal using Carter’s 10C’s evidence organisation success to achieve value for money outcomes and improved market development.

- In summary, in this report, sourcing approaches have been evaluated.
- By focusing on ADNOC fuel main category of spend and other spend categories, the sourcing approaches have been identified to include multiple, single, dual, and sole.
- In ADNOC, the procurement process includes a detailed process that is defined by the transitioning of sourced products and services to the organisation.
- The identified spend categories are strategic, leverage, bottleneck, and non-critical items. Also, the products have been categorised into those with high-profit implications, risks incurred, and reliable.
- In the identified area of spend, multiple sourcing is preferred due to the critical nature of the identified spend category.
