(Solution) New CIPS Corporate Award Advanced Practitioner (CAAP) Project proposal
Today, in oil and gas sector in UAE, it is encountering immense pressures from different stakeholders for addressing tendering process in their contracts management. Nevertheless, there exist less literature which has evaluate the implication of incorporation of technologies for enhancing issues linked with accessing, delivering timelines and input. This is through developing a system which enhance one-on-one communication reducing the entire contracts evaluation cycle.
The process would have a positive implication on ADNOC and their different suppliers by managing issues associated with access, timeline of provision, communication, paper usage and input therefore reduced tendering evaluation process.
The different deliverables for the current project would include the following;
- Improved engagement of different stakeholders in tendering process of contracts process
- Increased costs savings by reducing communication barriers and also reducing the number of employees working in tendering process
- An effective data management and recording for ensuring success in evaluation and use of the data for contracts tendering process metrics
- Effective management of issues in the contracts evaluation and recommend best strategies in their mitigation during tendering process
- To effectively pursue trend analysis to understand the history of evaluations and effectively use the data in managing tendering process

Solution
Title
Improve future of e-tendering by Embracing Technologies (Industry IoT networks, Artificial Intelligence (AI), Big Data, Robotics and Automation in ADNOC tendering process
Aims and Objectives
In this report, the focus is evaluating best practice in improving the future of e-tendering through an embrace of Technologies as part of ADNOC contracts tendering process. Through enhancing relations of involved stakeholders, sourcing would be effectively implemented within limited time and aligned with terms and conditions.
Today, despite of ADNOC working through an iSourcing platform, they are still majorly conventional impacting effectiveness of direct communication amongst the end users and suppliers in tendering process. The embrace of Technologies would contribute to a development of a system for guiding a successful tendering process. Through this, the organisation would be successful in leveraging on UAE oil and gas industry competitive advantage and profitability.
Method to be Employed / Methodology
In this project, the best practice would include the application of mixed-methods research design which entail qualitative and quantitative data collection and analysis. In specific, the research methods use would include the following;
- Documents analysis– This would entail reviewing literature, to identify the level of effectiveness of iSourcing in technical and quality evaluation of contracts and their technical nature.
- Interviews– This would entail pursuing a semi-structured interviews with main stakeholders inclusive of O&G operators, contracting teams and UAE industrial experts
- Surveys– This would entail administration of online surveys in a sample of ADNOC organisation and contractors for collection of quantitative data and existing strategies and issues in incorporation of technologies for developing an effective system for pursuing tendering process
Sources of Information
The different information sources in this project would be inclusive of academic or external sources, ADNOC Contract terms and conditions (T&Cs), industry-based reports, policy development and regulation and interviewing core stakeholders and contractors and while at the same time using CIPS sources.
