In this second assignment in Advanced Practitioner Award, a business report which evaluate global commercial strategy has been developed. This evaluation focuses on Hertfordshire and West Essex (H&WE) NHS organisation. The rationale of this evaluation is informed by the fact that an organisation strategy guides an organisation success in achieving a competitive advantage and dominating their market of operations. The areas of focus in this report include relationship of strategy and corporate, business and functional structures, methods used to analyse supply chain, managing resources for supporting development and implementation of strategy and how costs and finance could impact on supply chain. Through the application of different CIPS Models and techniques (Mendelow Matrix, PESTLE Generic Analysis tool, and risks register), various findings were obtained. These include support of existence of a direct correlation of strategy, corporate, functional structures and business practice. In analysis of supply chain, predictive and descriptive approaches which are quantitative and qualitative identified as relevant for the evaluation. Also, by ensuring all relevant stakeholders are engaged in the process, successful costs management and supply chain analysis identified. Hence, these findings indicate that by Hertfordshire and West Essex (H&WE) NHS operating a global corporate strategy, they would lower their costs overruns, profits acquired and dominate their industry. These findings are aligned with the Key Performance Indicators (KPIs) influencing contract management process and supply chain.
Finally, from the findings and conclusions in this report, various limitations have been identified which can be managed through the following recommendations;
- Hertfordshire and West Essex (H&WE) NHS need to prioritise on investing on technologies for improving analysis of the relationships and corporate strategy achievement
- In supply chain analysis, open book pricing also characterised with flexibility influencing scope of collaboration and suppliers partnering hence an improved practice
- Engage Procurement and Supply Chain Management (PS&M) successfully since they are engaged to predict and satisfy customers’ needs
- Consistently updating their supply chain networks informed by different risks

1.0 Introduction
A commercial strategy is defined in CIPS (2023) as ‘comprehensive planning in outlining an organisation objectives, actions and measures to improve profitability and maximise customer value”. The relevance of commercial strategy is guiding and motivating commercial teams in a supply chain in achieving set goals while simultaneously tracking progression and measuring success scope. Further, through a global commercial strategy, organisations are able to harness effective risks management, capability of an entity to respond on uncertainties and capacity (CIPS, 2023a). Post COVID-19 economic downturn, there has been immense challenges affecting the global commercial strategies. To manage the challenges, there would be a need for implementing commercial agreement to align the broad strategic goal and reflecting on commercial risks and incentives in overall commercial-lifecycle (Abdallah & Al-Ghwayeen, 2020). In line with this introduction, this report focus on evaluation of the global commercial strategy in Hertfordshire and West Essex (H&WE) NHS organisation. The areas of focus include evaluation of strategy and relationships, analysis of supply chain network, resources management and implementation of supply chain metrics. This is with costs and financial implications put into account with relevant recommendations provided.
1.1 Hertfordshire and West Essex (H&WE) NHS Organisation Background
Hertfordshire and West Essex ICS NHS Procurement Services (HWE) is a United Kingdom (UK) based organisation operating in health care sector (HWE, 2023). The organisation operates by offering strategic and transactional procurement services and on-site materials management. This is offered to their 5 NHS Trust within the Integrated Care Services (ICS) pathway which are as illustrated in figure 1;

With the evident changes in the NHS operations and broad landscape of health sector in UK and internationally, the organisation ensure that procurement plans progressively deliver more for less. This is achieved by working in collaboration with all levels with their customers and regional and national agencies for delivering optimum value for their Trusts for spend on goods and services. The role of the learner in the organisation is a tactical and transactional buyer in within the Operational category. The areas are value savings, supply chain management and sustainability. - In summary, this assignment has focused on evaluating the source of power and risk of an organisation contractual terms. This has been conducted through the focus of SSMC organisation which is currently being engaged in procurement of first aid materials.
